We have a Samsung smart TV and a ROKU HDMI stick with voice control remote. We had an internet outage, didn’t know it, and tried to pair the remote to the TV during the internet outage. We could not get the remote to pair with the TV/ROKU even when internet was up again. If anyone has similar problems, here is a SOLUTION:

On your cell phone, go to App store for Apple, or Playstore for Android. Load the ROKU remote app onto your phone and allow access to your devices. The App will find your ROKU devices.
Click on the TV or device you need to pair.
Click on the microphone button on your phone ROKU remote. Say “ROKU Home.”
Go to Settings in the menu on the left side of the ROKU Home screen on your TV.
Click on “Remotes and Devices.”
Click on “Set up a new device.” Follow the instructions.
